To what extent can Africa and the Mediterranean successfully react to predicted and/or unforeseen emergencies? Do the relevant institutions have the capabilities, resources, and methods to respond to climate-related crises? Who are appropriate personnel, resources, and training in place required to meet the needs of such situations? How does one develop systems for communicating appropriate information in a timely manner to those affected? These and other questions will be addressed in this panel.
